NARRATIVE: DURING MY INTERVIEW WITH STUDENT PILOT MR. HAILE A. GABOUREL ON 01/17/96 ^PRIVACY DATA OMITTED^ WITH THE WEATHER AT SMO BEING 3 MILES IN HAZE, HE STATED THAT HE SAW THE AREA AROUND THE AIRPORT BUT NEVER THE RUNWAY UNTIL A HELICOPTER GOT HIS ATTENTION AND HE THEN FOLLOWED THE HELICOPTER TO FINAL OF RUNWAY 21. AT THIS TIME HE STATED HE STARTED HIS DESCENT AND THE TOWER CLEARED HIM TO LAND. MR. GABOUREL WAS THEN TOLD THAT HIS MODE C WAS INOPERATIVE. HE TOLD ME THAT HE TOLD THE OWNER ABOUT THE MODE C AND THE RADIO PROBLEMS.
