(-23) DURING FINAL APPROACH TO HEF, APPROXIMATELY 3/4 MILE FROM RUNWAY 34L, PILOT CLAIMS THAT THE ENGINE LOST POWER. SUBSEQUENTLY, THE AIRCRAFT LOST ALTITUDE AND LANDED IN WINDY KETTLE TURF FARM, OFF OF STATE ROAD 619. UPON TOUCH DOWN, THE AIRCRAFT'S RIGHT MAIN LANDING GEAR WHEEL HIT A DITCH WHICH CAUSED THE GEAR TO GO UP THROUGH THE WING. A HUNTER THAT WITNESSED THE AIRCRAFT GOING DOWN STATED THAT THE ENGINE WAS MAKING SOUNDS LIKE LOSING POWER.
