NARRATIVE: ON DOWN WIND LEG TO LAND ON RUNWAY 27 AT ELKHART MUNICIPAL AIRPORT, PILOT OBSERVED ANOTHER AIRCRAFT ON RUNWAY 27 WHICH HAD JUST LANDED. THE AIRCRAFT PROCEEDED TO THE WEST END OF THE RUNWAY, TURNED AROUND AND WAS GIVEN CLEARANCE TO TAKE OFF. THIS DISTRACTED THE PILOT TO THE EXTENT HE FORGOT TO LOWER THE LANDING GEAR. HE LANDED WITH GEAR UP CAUSING MINOR DAMAGE TO THE AIRCRAFT.
