DESCRIPTION OF EVENT: VEERED OFF SIDE OF RUNWAY 19 ON LANDING AND WENT DOWN AN EMBANKMENT. PILOT STATEMENT: CONCERNING THE INCIDENT ON DECEMBER 2, 2016 INVOLVING THE PIPER J 3 CUB - NC38759. I TOOK OFF FROM KIRK AIR BASE T73 AT 9:00AM. THE DESTINATION WAS MALLARDS LANDING GA04. THIS WAS A REPOSITION FLIGHT FOR THE CUB. I PURCHASED THE AIRCRAFT FROM THE PREVIOUS OWNER ^PRIVACY DATA OMITTED^ ON DECEMBER 1, 2016. I TEST FLEW THE CUB THAT DAY AND ALL WENT WELL. I SIGNED THE PAPERWORK FOR THE TITLE TRANSFER. THE TEST FLIGHT INCLUDED 2 EACH LANDINGS AT A PRIVATE GRASS FIELD CALLED UNITY JUST NORTH OF KIRK AIR BASE, AND 1 LANDING ON HARD SURFACE BACK AT KIRK FIELD. ALL AT A FULL STOP. FIRST LEG WAS ON DECEMBER 2. IT WAS DIRECT TO FAIRFIELD CO. FDW. OVERFLEW AT 1700FT AND THEN NAVIGATED TO SALUDA AIRPORT 6J4 WHICH WAS MY FIRST SCHEDULED FUEL STOP. WIND WAS 30 AT 6 FORECASTED. THE WINDSOCK WAS INDICATING LOW WIND FOR RUNWAY 19. TURNED LEFT FINAL FOR RUNWAY 19 AT APPROXIMATELY 10:30AM. I TOUCH DOWN ON MY MAINS WITH A BOUNCE THEN TOUCHED ON 3 POINT. THE AIRCRAFT PROCEEDED TO PULL RIGHT ON ROLLOUT. I APPLIED LEFT RUDDER AND BRAKE, BUT WAS NOT EFFECTIVE. AIRCRAFT CONTINUED OFF RUNWAY 19 INTO A 8 FT. GRASSY AREA AND THEN OVER THE EMBANKMENT COMING TO A STOP ON ITS GEAR AT BOTTOM OF THE BANK AT APPROXIMATELY 10 FT DOWN FROM THE RUNWAY SURFACE. I WAS NOT INJURED AND I SHUT OFF FUEL AND EXITED THE AIRCRAFT. I UNFORTUNATELY DID NOT HAVE MY CELL PHONE ON ME AT THIS TIME. I PROCEEDED TO WALK UP TO THE HANGARS TO BORROW A PHONE. THE ONLY CONTACT WAS WITH COUNTY WORKMEN THAT PROCEEDED TO CALL THE AIRPORT MANAGER. THE AIRPORT MANAGER ARRIVED AT 11:15 AM.
