(-23) ON FRIDAY OCTOBER 18, 2002 MR. BARRY RUMSEY RENTED A CESSNA 172 FOR A FLIGHT TO VISALIA CA. FROM HANGER ONE AVIATION A FLIGHT SCHOOL LOCATED AT RIVERSIDE AIRPORT, RIVERSIDE CA. ON SUNDAY OCTOBER 20, 2002, MR. RUMSEY DEPARTED VISALIA AIRPORT ENROUTE TO RIVERSIDE AIRPORT AROUND 10:15 AM. MR. RUMSEY WAS IN CONTRACT WITH FLIGHT WATCH AND DECIDED TO ENTER THE AREA THROUGH THE CAJON PASS, AND LAND AT RIALTO AIRPORT, RIALTO CA. BECAUSE RIVERSIDE AIRPORT WAS REPORTING TWO AND ONE HALF MILES VISIBILITY. UPON HIS DESCENT TO ENTER THE PATTERN AT RIALTO AIRPORT THE ENGINE QUIT AND MR. RUMSEY LANDED ON SERRIA AVE LOCATED IN FONTANA CA. AFTER LANDING WITHOUT INCIDENT MR. RUMSEY DISCOVERED THE AIRCRAFT FUEL SYSTEM WAS DEPLETED. THE AIRCRAFT WAS NOT DAMAGED, AND MR. RUMSEY THE SOLO OCCUPANT DID NOT RECEIVE ANY INJURIES.
