(-23) THE PILOT ^PRIVACY D^ WAS PILOTING A C-182, N97848, FROM EVV TO ATW THIS DAY. WEATHER CONDITIONS AT ATW WERE CALM WINDS, 4 MILES VISIBILITY, 1000 FEET CEILING WITH TOPS OF THE CLOUDS APPROXIMATELY 3500 FEET. HE INITIATED AN ILS RUNWAY 3 APPROACH AT ATW AND ESTIMATED HE ACCUMULATED APPROXIMATELY 1/4 INCH ICE ACCUMULATION DURING THE DESCENT. HE INITIATED A MISSED APPROACH WHEN HE WAS UNABLE TO VERIFY HIS POSITION RELATIVE TO THE ILS GUIDANCE. HE WAS GIVEN A 3000 FEET ALTITUDE AND VECTORS BACK FOR ANOTHER ILS 3 APPROACH. THE PILOT ^PRIVACY D^ ASKED FOR AND RECEIVED A 4000' ALTITUDE BECAUSE HE WAS ACCUMULATING MORE ICE AT 3000'. HE SUCCESSFULLY NEGOTIATED THE SECOND APPROACH TO THE RUNWAY, BUT STATED THAT HE ACCUMULATED MORE ICE WHILE HE DID SO. DURING THE FLARE TO TOUCH DOWN ON THE RUNWAY, THE AIRCRAFT STALLED FROM APPROXIMATELY 10 FEET AND LANDED HARD. THE NOSE GEAR COLLAPSED, AND THE PROPELLER STRUCK THE RUNWAY. THE AIRCRAFT VEERED OFF THE RUNWAY TO THE RIGHT SIDE AND CAME TO A HALT. NO ONE WAS INJURED, WHILE THE AIRCRAFT SUFFERED MINOR DAMAGE.
